Nama resmi dari sistem tangki air bertekanan dan terowongan ini adalah Metropolitan Area Outer Underground Discharge Channel atau Saluran Pembuangan Bawah Tanah Area Luar Metropolitan.

Sistem terowongan beton ini memiliki kedalaman 50 meter dan panjang 6,3 kilometer juga dikenal sebagai β€œTerowongan Bawah Tanah”.

Di atas tanah terdapat bangunan seperti katedral yang membentuk reservoir utama tangki banjir di Kasukabe, saluran air terbesar di dunia. Waduk Kasukabe terhubung ke terowongan sepanjang 6,3 kilometer, dan memiliki sistem melepaskan air yang terkumpul ke sungai Edogawa di dekatnya.

Tangki air raksasa ini dibangun pada tahun 2006, dengan biaya 230 miliar yen atau sekitar Rp 32,1 miliar.
